Moonshot AI, a Chinese company, released a model called Kimi K3 this week, and the reaction across the industry has been loud enough that people are reaching for the word Sputnik — the 1957 Soviet satellite that convinced America it was losing a technology race it assumed it led.
The substance behind the reaction: K3 performs at roughly the level of the best American systems on the standard measures, and it is open. Anyone can download the model, run it on their own machines, modify it, and build a business on it without asking permission or paying a fee. The American frontier labs keep their best systems on their own computers and sell access.
This is the second time this has happened. In January 2025 DeepSeek released a reasoning model built for a fraction of the assumed cost, wiped $600 billion off Nvidia's value in a day, and prompted a round of American soul-searching that faded within months. The pattern since has been consistent: U.S. export controls restrict China's access to the best chips, Chinese labs respond with more efficient methods, and the gap fails to widen the way the policy intended.
The strategic argument this sets off is genuine and unresolved. One side holds that open models are how a technology becomes infrastructure, and that if the freely available frontier is Chinese, the world builds on Chinese foundations. The other holds that releasing the most capable systems to anyone who wants them — including people who will misuse them — is reckless regardless of nationality.
What is not arguable is the practical fact. As of this week, the most capable AI that any person, company, or government can simply download and own comes from China. Whatever that is worth, it is not what American policy was designed to produce.
